As far as admission, could a 35 on the ACT make up for the fact that my GPA has gone down to a 3.5 after missing almost two-thirds of my junior year due to illness?

A 35 on the ACT definitely gives you an edge on the competition. I think that as long as you do really well your first semester of senior year, before you send in your application, you'll be fine. Make sure not to slack off senior year. Take a good course load, don't leave your schedule empty, and don't take more than 1 bs class.
